What are "arguments" in formula?

Wanting to confirm an assumption here. I'm using a filter formula and noticed the "arguments" inputs are available when doing so.Is the "argument" representing the item the formula is iterating over in this case? So this setup is essentially saying "If the current item's is not equal to the event's ?

Correct! The "item" is the current item you are iterating over and the "index" is the index 😉
In your case you should get all notices that don't match your Event.alertId
