Definitely possible. Things to consider would depend on how exactly you want to allow access and where you're storing the videos

Anything in the frontend is possible with toddle... and a well structured database is key (you can use Supabase and Fastgen) the trick is where do you store your videos to allow proper performance while streaming, take a look at this service https://www.cloudflare.com/products/cloudflare-stream/
