If you’re navigating to a new page then there will be a refresh. Not much you can do about it unless it’s an SPA

In Image 1 (my site) and Image 2 (nordcraft.com), I noticed that on Nordcraft, assets are served from memory on reload rather than from the disk cache.

How is this achieved?
